The admin shows one of three lines: payouts are deactivated, sales are deactivated, or Shopify Payments has been deactivated. Each one disables a different piece. This page decodes the statuses, lists what keeps working in your store, and gives a 48-hour plan to get card payments back through a gateway of your own.
| Admin message | What is switched off | What still runs |
|---|---|---|
| Payouts are deactivated | Money leaving your Shopify Payments balance | Checkout, card capture, orders, fulfilment. Same as a payout hold. |
| Sales are deactivated | Card capture through Shopify Payments at checkout | Store, catalogue, apps, customers, discount codes. Buyers cannot pay by card until another gateway is active. |
| Shopify Payments deactivated | Both capture and payouts; the account is closed or you closed it | Everything except Shopify Payments and Shop Pay. Held balance follows the reserve window. |
"Sales are deactivated" is the urgent one. Ads are still sending people to a checkout that cannot take a card. Pause paid traffic first, then fix the rail.
Shopify Payments is one payment method inside Shopify, not the platform. After deactivation these are untouched:
What you lose: the native Shopify Payments card form, Shop Pay, and any wallet flow that depends on Shopify Payments. That is the whole loss.
The reasons overlap with holds, but deactivation usually follows a review that ended badly, or a category decision. Merchants report:
Legal status of a product varies by country and state, and whether a category is restricted is the acquirer's commercial decision, not a verdict on you. Plenty of legitimate stores get the same email.
Reply to the deactivation notice with the documents requested. Works when the cause was a verification gap. Rarely works when the cause is the product category. Expect days to weeks, with no card capture in the meantime.
Open an account with a processor that approves your category, then connect it. If Shopify lists that gateway for your country, activate it in Settings. If it does not, run the checkout on your own domain and connect any gateway with an API.
Most stores in restricted categories do both: appeal for the record, and stand up a second rail so revenue does not stop while the appeal sits in a queue.
checkout.your-brand.com with TLS and PCI-tokenised card entry, wires the gateway, and switches your Buy buttons to it.[cascade]. Turn ads back on.We host the checkout step on your subdomain and connect it to the gateway account you contract with. If you wire two or three routes, the cascade rotates to the next one when a route declines or goes down, inside about 400 milliseconds, so buyers never see a decline screen. Orders write back to Shopify with full detail.
Shopify Payments will no longer capture card payments at your checkout. Your store stays live, but buyers cannot pay by card until another gateway is active.
Sometimes, if the cause was missing verification and you supply it. If the cause was the product category or dispute rate, reactivation is unlikely and a separate gateway is the practical route.
No. Shopify allows third-party gateways on every plan. You keep the store, theme, apps and customers and change only how cards are captured.
24 to 48 hours from the moment you have API keys from a gateway that approved you. Opening the gateway account itself can take one to ten business days depending on the provider.

CascadeCheckout is checkout software, not a payment service provider, bank or merchant-account seller. You contract with your own gateway or acquirer, disclose your real business category to them, and receive payouts from them. We never hold funds and we do not promise that any processor will approve you.
